An older grid

Uptown Whittier and the surrounding residential streets were laid out long before current standards. Narrow roadways, on-street parking on both sides, mature street trees obstructing sight lines, and short blocks with frequent uncontrolled intersections.

The resulting collisions are lower speed and more frequent, and they involve pedestrians and cyclists disproportionately. Low speed is not the same as minor, particularly for older pedestrians where a hip fracture is a life-changing event rather than a healing one.

Mature trees bring a second issue: root heave in sidewalks. Where a public sidewalk has been lifted by roots and someone trips, that is a dangerous condition of public property claim against the city — governed by the six-month claim deadline under Gov. Code § 911.2, and subject to the trivial defect doctrine, which makes immediate photographs with a scale reference essential.

The hillside roads

The roads climbing into the Puente Hills are winding, in places narrow, and poorly lit after dark. Single-vehicle collisions, motorcycle crashes and head-on impacts on blind curves are the pattern, and roadway design and maintenance — signage, delineation, guardrail — can be a genuine contributing factor rather than an excuse.
