Military and federal defendants
San Diego has one of the largest concentrations of military personnel and federal facilities in the country, which means a meaningful number of collisions here involve a government vehicle or an active duty service member driving in the course of duty.
An active duty service member injured by a third party has their own complications: the federal government may assert a right to recover the value of the medical care it provided, which has to be resolved as part of the settlement.
The roads
The 5 and 805 merge in the north of the city handles enormous volumes through a series of weaving movements. The 163 through Balboa Park is a historic parkway with short merges, tight curves and narrow lanes, closer in design to the Arroyo Seco than to a modern freeway.
Downtown and the waterfront combine dense pedestrian traffic with visitor drivers, a convention trade and an active bar district — producing pedestrian strikes, parking lot collisions and assaults at licensed premises in a tight geographic area.

I was hit by a military vehicle. Is the process different?
Substantially. A claim against the United States generally runs under the Federal Tort Claims Act: an administrative claim must be presented to the agency first, on a Standard Form 95, before any lawsuit, and the case is then heard in federal court without a jury. The deadlines and the sequence differ from a state claim, so get advice early.
