PCH and the pedestrian problem
PCH carries heavy through traffic at highway-like speeds past parking lots, the pier and the beach. People cross it on foot carrying boards and chairs, often outside marked crossings, often at dusk, and the crossing distance is substantial.
These collisions are serious almost by definition, and the first argument is invariably that the pedestrian was not in a crosswalk. That argument is weaker than it sounds. An unmarked crosswalk exists at an intersection whether or not it is painted (Veh. Code § 21950), and even away from an intersection a driver who could have seen someone plainly in the road retains a duty of due care. California also stopped issuing jaywalking citations absent an immediate hazard, removing the ticket insurers used to rely on.
Summer, and what changes
Between Memorial Day and Labor Day the city's daily population multiplies. Downtown, Main Street and the Beach Boulevard approach fill with unfamiliar drivers hunting for parking, distracted and making sudden maneuvers. Parking lot and structure collisions and low-speed pedestrian strikes rise accordingly.
The beach path adds its own category: cyclists, e-bikes, skaters and pedestrians sharing a narrow corridor. Collisions there are between people rather than vehicles, which changes the insurance picture — a homeowner's or renter's liability policy frequently responds to an injury caused by a person rather than a car, which claimants almost never think to check.
Events and alcohol
Large organised events and a dense downtown bar district concentrate alcohol-related incidents into specific nights and specific blocks. Two consequences: more drunk driving collisions, where punitive damages may be available; and assaults outside licensed premises, which can raise negligent security questions about a venue's crowd management and door staff.

That is not necessarily fatal to the claim. At an intersection a crosswalk usually exists in law whether or not it is painted. Away from one, a driver who should have seen you and did not may still bear substantial fault, and California reduces recovery by your share rather than barring it.
