Rural roads

Highway 78 east of the city and the backcountry roads toward Ramona and Valley Center are two-lane, winding, unlit and without shoulders. Collisions there are head-on, run-off-road and fixed-object impacts at speed — and emergency response times are considerably longer than in the suburban grid.

Roadway design and maintenance can be genuinely contributory on these roads: signage, delineation, guardrail provision, shoulder condition and sight distance on curves.
